Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are issued from various governments. Significant resources is devoted on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from across the border, a capacity provided through up-to-date information. From observation points, military aircraft that had been deployed to counter approaching aerial threats flew past – sophisticated military planes supplied to Ukraine by NATO members.
Shortly after, Kyiv's missile defense activated: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, probably provided by partner states. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into grim resignation: possibly the hostile projectile won't strike its target this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a drone in the vicinity, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's vital need on international aid – a dependence that regional partners are demonstrably unable to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new proposal from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a principle understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is impossible to compel Moscow to abandon the land that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does little to discourage Russia, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its advantage in the coming year.
Divergent Views
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding lives and land but avoiding a entire defensive failure until conditions improve in its favour.
Present Conditions
Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a only one week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
